Abduction ends in suicide

Woman was escaping when kidnapper put gun to own head

Utica and Oakland County authorities continued their investigation Monday into the abduction of a Rochester Hills couple that ended in the suicide of the suspected kidnapper.

Teodor Campan, 34, ended his own life with a gunshot to his head Sunday night along a busy highway intersection in Utica.

"He shot himself right there," said Michael Reaves, Utica police chief. "We're trying to figure out what's going on."

where he found a 62-year-old man and a 41-year-old woman watching television. The man and woman also are natives of Romania.

The intruder bound the couple with duct tape and beat the woman, police said. The victims told police the kidnapper threatened to kill them.

About two hours later, the trio drove from the home into Utica. Near the intersection of M-59 and the M-53 freeway, the woman jumped from the car in an escape attempt, police said. The car stopped, both men exited and Campan put a gun to his head and fired, witnesses told police.

When the woman jumped from the car, her leg was run over, but her injuries were minor and she left a local hospital after treatment. The male victim was not injured.

Authorities said Campan was acquainted with the woman.

"(Campan and the woman) had a long-term rocky relationship," said Lt. Ray White of the Oakland County Sheriff's Department. "It looks like the male victim was just in the wrong place at the wrong time."

In November 2005, Campan broke into the apartment of the same woman, stole a handgun and demanded money for its return, police said. Oakland County deputies arranged for an exchange, and when Campan arrived, he was arrested. He was charged with larceny in a building and with possession of anabolic steroids.

Campan was deported to Romania in May 2006, but subsequently was allowed to enter Canada as a refugee, police said. Police do not know how or when he returned to the United States.

UTICA -- A 34-year-old man who committed suicide after a bizarre abduction scheme involving his ex-girlfriend and another man was an illegal immigrant from Romania who had a history of trying to sneak into the United States and was deported a year ago, police said.

At least twice, police say, Teodor Campan sneaked into the country, once in the trunk of a car from Windsor, and again sometime this year, to later terrorize his 41-year-old on-again, off-again girlfriend Sunday and a 62-year-old man with whom she lived in Rochester Hills.

Campan, a weightlifter, tied the two up with duct tape, beat them and threatened them for several hours before putting them in a car Sunday night and driving toward Macomb County, according to police. He later shot himself in the head near M-53 and M-59 in Utica after his ex-girlfriend jumped out of the car and he ran over her leg. She was later released from the hospital.

Oakland County Sheriff Michael Bouchard said Campan's actions -- police aren't sure how he got back into the United States this latest time -- illustrate the need for greater security along the country's northern border with Canada and better communication between federal agents and local law enforcement. He said local law agencies don't have access to immigration records.

"There needs to be more communication, more access to local law enforcement as to whether someone is here legally," Bouchard said. "Our borders are porous."

But Greg Palmore, a spokesman for Immigration and Customs Enforcement's Detroit office, said local police departments can find out anyone's residency. He said his agency's law enforcement center is open 24 hours a day for departments to check a suspect's status and a local immigration and customs enforcement agent is always on duty.

As for whether Campan could've been prevented from entering the country illegally again, Ron Smith, a spokesman for U.S. Customs and Border Protection, said he couldn't comment without knowing how he sneaked in the second time.

Still, he acknowledged customs agents can't catch everybody "because there's just so many," Smith said.

In February last year, an immigration judge in Michigan ordered Campan to leave the country, which he did in May under the eye of immigration and customs enforcement agents. Just months earlier, he'd been charged with larceny and possession of anabolic steroids after he allegedly broke into the apartment of the same woman he abducted Sunday. He beat her and stole a gun on that occasion. The charges were later dropped after the victim failed to show up in court.

But by February of this year, Campan was again trying to get back into the United States. Smith said Campan tried to pass through customs in Lewiston, N.Y., from Canada -- which police say granted him refugee status -- but was refused because of his prior deportation.

According to the Oakland County Sheriff's Office, Sunday's incident began around 9:30 p.m. at a home on Hazelton Street in Rochester Hills, where Campan's ex-girlfriend was living with a 62-year-old male friend, and her daughter. Campan came in through an open door and ordered the two to the ground, where he later duct-taped and terrorized them. They thought he was armed with a gun but it was an Airsoft handgun that shoots rubber pellets.

"He terrorized them," said Utica Police Chief Michael Reeves.

Captain Bob Smith with the Sheriff's Office said there's reason to believe Campan was stalking his ex-girlfriend before Sunday's incident.
